If you are using the live version of Potlatch, pressing c after competing one set of edits will prompt you to enter comments regarding the edits that you undertook. Despite having a turtle-like internet speed at home, I was able to save my work and add comments on the edits that I've accomplished.

I myself try my best to add useful and accurate comments, but Potlatch
doesn't ask for comments after the first batch of edits (second batch,
onwards)!  It's really a big hassle to click away from the edit tab and
go back to it because of my DSL's speed, just so Potlatch would ask for
comments after editing again.
