according to the implementation plan:

"Website to allow users to voluntarily agree to new license. Design
allows you to click yes, or if you disagree a further page explaining
the position and asking to reconsider as there may be a requirement to
maybe at some future point remove the users data. At this point no
data will be removed and users will be able to reconsider and click
"yes" at some point before the cut-off date below. At the cut-off
point below, if any data needs to be remove it will be saved and
available under the current license, see the draft backup plan. This
is intended to help stop people accidentally clicking 'no'. "

This should start in a couple of weeks.
