Same here.

Most data came from the jklinc import, however, I sometimes stumble
into these tags elsewhere.  Just a guess, is it possible that some
contributors use mapsource (garmin's desktop map app) to edit POIs
before uploading them to OSM?

For the OSM-PH garmin maps, I don't use  those garmin:*=* tags.
