This road was initially tagged as highway=secondary

Looking at the highres imagery it does look like a paved road leading
to several barangays:

I must point out that careless tagging of unverified roads can be dangerous.
While high-res imagery is a good source of data, always verify, verify
and verify what is actually on the ground.
I suggest you tag unverified data from imagery [1] as highway=road.
[1] what I mean here by imagery are sources with explicit permission
to trace to OSM, Google is a grey area, so don't trace from Google.
