I just found the answer to this question and thought I'd share it because its useful ... 

If you want to put a marker on a map, just take the normal URL from the Permalink eg. 

http://www.openstreetmap.org/?lat=14.534892&lon=121.052821&zoom=18&layers=M

And add the letter 'm' in front of the lat and lon tags: 

http://www.openstreetmap.org/?mlat=14.534892&mlon=121.052821&zoom=18&layers=M

Brilliant.
