Just a warning!

Not every piece of the Philippines is part of a province. So if you
look at the map and check admin_level=4, there will be expected
"holes".

For example, Zamboanga City is not part of Zamboanga del Sur (nor of
Zamboanga Sibugay). And Metro Manila is a region (admin_level=3) not a
province (admin_level=4).
