I've investigated the 'cause' of the "flooding"

Analysis: a way without a role in a multipolygon relation caused the flooding.

Multipolygon involved: http://www.openstreetmap.org/browse/relation/1522984

Tony Montana: Me, I want what's coming to me.
Manny Ribera: Oh, well what's coming to you?
Tony Montana: The world, chico, and everything in it.

I think this is the changeset:
http://www.openstreetmap.org/browse/changeset/8887148

And I think Ian Lopez already corrected it.

I suggest breaking down the big relation into manageable pieces.
