Two variants of the Makati tags

is_in:city
Makati - 320
Makati City - 1

addr:city
Makati - 1231
Makati City - 11

Obviously, "Makati" is more popular.  With the group's permission I
would like to remove the word "city" in all of the addr:city and
is_in:city tags in Makati
