[talk-ph] post redacted OSMPH Garmin maps now available

Dear garmin users,

I started compiling new versions of our Garmin maps using the
post-redacted data.  The last compiled pre-redacted maps are still
available under the heading "Last compiled version before redaction
(20120712)".  You can use this map in case you intend to visit an area
where the redaction process had significant impact [0].

Both series (pre and post redacted) are still under the CC-BY-SA License.
