[talk-ph] Ph JOSM Preset Tags

Hi,

I'm creating JOSM preset file for PH specific tags.  The objective is
to assist JOSM users on PH specific tags.  This won't necessary
override the international tagging but should complement them.  I am
using the PH Mapping Conventions wikipage [0] as the initial
reference.  Some photos in action [1].  Purely experimental and not
ready for public use.  Tips and advise most welcome.
