Anyway, there was one changeset in Olongapo that had the #uniHD comment.
http://www.openstreetmap.org/browse/changeset/19022289

I think this means that this may be a project of the University of
Heidelberg. However this was only 1 changeset out of hundreds and by only 1
user. None of the other users or changesets had the #uniHD tag.

I'll try asking the users.
