Dear Totor,

Yes, I do believe they have this data in real-time within CITOM (Cebu
City's Traffic Management Office).  CITOM and Cebu City are supporters
of OSM.  I think CITOM staff are also editing data in OSM. I hope they
share more data we can use for OSM in the future.
