[talk-ph] Transitioning from OpenStreetBugs to Notes

Hi guys,

If you still don't know, Notes[1] was introduced as a main OSM website
feature early this year and is intended as a replacement for the
OpenStreetBugs system[2]

Recently, the creation of new items in OpenStreetBugs was disabled[3].

Please do check out open bugs in OpenStreetBugs in your area and see if
they can be resolved already. If not, you can recreate the bug as a Note.
The idea is that the OpenStreetBugs website should be closed down
eventually.
