[talk-ph] Can't connect to OSM over the past few days

Ian, I have noticed lately that it has been very slow from Dumaguete, I
know PLDT was having issues with their international links a couple of
weeks ago (It was announced on their recorded hold message when you wait
for a Cust Service Rep)

I am not sure if they still have issues, but I can access OSM, but it is
not as quick as it used to be.
