[talk-ph] BDO Mechanical Edits update (rescheduled to July 1)

The "Quezon City [District 4; Districts 2, 5 and 6; Districts 1 and 3]" part should be read as "Quezon City [Districts 1 and 3; Districts 2, 5 and 6; Districts 4]" while the "Marikina and Antipolo" part is renamed to "Marikina, Antipolo, San Mateo and Rodriguez". Also, the planned mechanical edits, scheduled for today, is rescheduled to July 1, 2015. The edits will be done between 10 AM and 4 PM (PHT).
