[talk-ph] Imagery update (April 2015)

Hi,

As mentioned on the main talk mailing list, the missing/redacted Bing
imagery is brought back. I can confirm that the imagery is back!

(Too bad the imagery was missing during the Batangas OSM workshop. But it's
back now!)
