Separately to the "copying from Google" issue:

As a group of organised editors they should be following 
https://wiki.osmfoundation.org/wiki/Organised_Editing_Guidelines

If they're not doing that, we (the DWG) may be able to take action - 
provided that we can identify the accounts involved.
