Thank you for looking into this, Timmy.

I think I found the Nigerian connection: PARA9JA . It appears to be an app
specifically for Enugu City in Nigeria and is made by the same
company/developers Para Apps, Inc.

Reviewing the top contributors since January 2021  Jan Rei Gallardo who
only started mapping three weeks ago,  is the region's top contributor with
2,163 edits, beating local mappers several times over.

By the way, I'm consolidating all Para Apps related issues in the
PaperCut_Fix repo in this ticket [2].

For now, even with all these observations gathered so far, that we defer
any specific actions about their edits, and give them a chance to elaborate
on their process. If they fail to do so, then we can elevate this to DWG
(and present our findings to them), or if we're inclined to do so, tackle
this ourselves.
