[talk-ph] Pedestrian routing along EDSA (and use of foot=no for no-jaywalking restrictions)

I'm attempting to fix pedestrian tagging on EDSA, trying to tag sidewalk as
road attributes than separate ways, as well as dealing with the misuse of
foot=no for no jaywalking restrictions elsewhere. EDSA is tagged trunk and
some routers assume foot=no on trunk roads, but it's still possible to
explicitly tag pedestrian access here and tag the sidewalks as well. There
is one user which have used foot=no for-jaywalking restrictions, but it's a
mistake, as foot=* is intended for pedestrian access in general.
