[talk-ph] Proposal to move talk-ph to OSM Discourse

+1 from me. I am probably the list's biggest dinosaur - an old timer who 
just loves doing everything via email. But it looks as though I can 
still get my email (just PH-tagged??) and it is a chance to try 
something new.
