Dear UMP-pcPL project members,
At OpenStreetMap, we are now a few days away from the final stage of
our license change-over so I am writing to let you know what is going
on.
Dual licensing of OSM data within Poland to UMP has been discussed on
our legal mailing list. Unfortunately, there was strong feedback that
it is fair that we should always offer the same licensing to
everybody. As an international project we really need to move away
from CC-BY-SA due its weak protection in some or many jurisdictions.
Therefore I very much regret that I am unable to offer it. I would
like to emphasise that this is no reflection on the UMP project. We
very much feel UMP is a project in the same spirit as our own and we
support UMP's aims.
Since I cannot give what you request and the ODbL license may not meet
the requirements of CC-BY-SA, we will now take steps to remove data
that has been imported from UMP except where there has been explicit
agreement from a UMP individual . Our rebuild group is now working on
this as one of the technical procedures before our license change
actually takes place.
If you want to use OpenStreetMap data, I cannot offer a simple, clear
solution. However, it is very possible that if you want to use OSM
data, you can use it any way. If you need a layer in Garmin map of
buildings, POIs, waterways, railways, then that should be possible as
it does not directly interact with roads. Similarly, a standalone
database/file of addresses or POIs for routing purpose should be
possible. We have also discussed using OSM roads for verification. We
think that is possible since you are not copying anything, just
comparing. However, we want to seek legal advice to make sure we don't
open any loopholes that, say, commercial companies could exploit. If
any of these are of interest, please do not hesitate to contact me.
UMP is a good project and has been of great initial help to OSM
Poland, so we will would like to help.
