Viva no Wiki diz explicitamente:
*highway=primary*. Estradas Nacionais (EN, lista
aqui<http://www.estradasdeportugal.pt/index.php/prn/152-complementar-ens>).

E na lista das estradas de Portugal (oficial) tem EN
http://www.estradasdeportugal.pt/index.php/prn/152-complementar-ens
Nos mapas convencionais (em papel) sempre apareceu assim.
