Também pode ser e parece-me bem ;-)

A frase "there is still some debate on the best method to include a name of the tunnel" mostra bem que a comunidade internacional ainda não ta bem certa.

Podemos ver que este tag ainda é mal conhecido ou pouco usado :
- tag tunnel:name : 219 (http://taginfo.openstreetmap.org/keys/tunnel%3Aname)
- tag tunnel + tag name = 116 267 (http://taginfo.openstreetmap.org/keys/tunnel#combinations)

Outra proposta muito mais complicada (e menos usada) que permite o agrupamento dos 2 sentidos :
- relation tunnel : 59 (http://taginfo.openstreetmap.org/keys/tunnel)
- http://wiki.openstreetmap.org/wiki/Relations/Proposed/Bridges_and_Tunnels
