There is a wiki page :

"Lista de fontes" which translates as (and is the portuguese version of) Potential Datasources, and is still ... potential.
I know that one of those source, Cascais SIG, have been contacted (by Mihai) and responded positively.
But all the other sources should not be used.
It's best to ask the people who sourced the data, I've found two different people who have put a "source=...maps" just because they remember the street name but wanted to say "I'm not 100% sure" or "look at those maps they also have the correct name". Behavior coming from people used to wikipedia where you *must* put an external source.

The guys from topolusitania are very nice and help me with a lot of
open issues from tracing Bing.

But I didn't found a hint if this is a allowed source to the local OSM
community?
