[Talk-pt] Road network improvements in Portugal

Hi António,

Thank you for your reply.

For now, we are going to work in Lisbon alone, but we have plans of scaling
the scope of improvements in the future.
Regarding the subwiki: that's a good idea, but for now, there are no
specific plans for each country, and the processes are quite the same. This
could be done in the future, once we scale the operations. What do you
think?
