[Talk-scotland] Use of ref: tags for streets in some northern areas

This interesting note came up on irc #osm-gb just now:

http://www.openstreetmap.org/note/326540

Maps in Aviemore showing local authority identifiers for road names
using a ref: tag, where the tag is rendered by the Mapnik standard
renderer and the results appear odd, to say the least.

Quote SK53 "and FWIW my personal preference is something like
official_ref where it's a
made-up-by-the-local-authority-for-their-own-use reference and
ref:signed=no where it undeniably IS the ref but there's no sign, like
the Derby ring road"

Any local views on this issue and the volume of ref: tags for possibly
unnamed/rural roads?
