[Talk-se] Län / kommun ODbL stats

I have updated my ODbL licens page with "kommun" statistics also, thanks
to Hanno! Here it is:

Now you can find
- overall statistics for Sweden (with graph)
- overall statistics for nodes/ways/relations
- detailed statistics for nodes/ways/relations
- overall statistics for all Swedish "kommuner"
- detailed statistics for one "kommun"

There are also possibilities to filter and sort statistics in some
tables and all usernames are linked to the users OpenStreetMap user
page, where you can leave a message asking him/her to accept the new
license. ;-)

Information about how many users that have accepted the ODbL is updated
once per day.
