[Talk-se] Tile-server downtime

The OpenStreetMap Sweden tile-server is upgraded for the first time in
years.

Please excuse limited downtime for the next few days as the harddrive used
by our PostGIS database will be formatted and moved to a new VM.

Previously rendered tiles will still be served, most consumers of our maps
should not notice anything.
