I'm not local to the region and not quite active in recent years but
I'll try to answer some questions.

Most things I see makes sense so if you can't find anybody with local
knowledge I would proceed with the edits.

I found on [1] that this label should be thematic ways - established
as a tourist initiative (I guess). On the site you can find the gpx
tracks for all of them and PDF with description in Italian, Engish and
German (if you are interested). We probably can't use the gpx files
but if you know which part of the way was labeled you can enter it in
OSM.

Mofas /mopeds that are registered as max speed 25 km/h are treated the
same as bicycles (you don't even need a helmet to ride them). I don't
like them either but they are legal in Slovenia
