[Talk-transit] NaPTAN fixup

Hurrah! We have London bus stops!
Great work everyone. Especially Thomas. I know this has been keeping you 
busy for a while now.

We need to write some quick instructions on the wiki about what kind of 
follow-up action mappers in London should be taking. Can't find this at 
the moment. It was touched upon here:

...but maybe a page dedicated to it.   It could be called "NaPTAN 
fixup"  (in alignment with the "TIGER fixup")
