[Talk-transit] NAPTAN bus stops

I've done a quick overview of the NAPTAN manual - never knew it would be so
complex and such a steep learning curve! Can I propose as a first step in
importing this data that we confine ourselves to onstreet stops? I'm unsure
about offstreet stops but we may have to do these as there will be towns and
cities where buses arrive and depart from bus stations which are "off
street" rather than from stops on the roads in city centres. For example,
it will be interesting to see how the bus stops at Birmingham International
Rail Station are classified - they're actually inside the building and
automatic doors open onto the street when the bus arrives - there are no
pavements.
( If we try to incorporate all the other data types (e.g taxi, air, ferry,
rail) at this stage I think it will just take too long - I think we should
leave them for subsequent phases. It would be good to get something up
reasonably quickly).
Once we've agreed on onstreet/offstreet we need then to agree on what fields
we need to import and how to tag them in OSM - a start has already been made
at http://wiki.openstreetmap.org/wiki/NaPTAN/Tag_mappings.
So fire away on opinions on restricting the import to bus stops for this
phase and onstreet/offstreet
