For that purpose you could just draw that way and add the stop-node to it. This
would be the preferred method anyway, because you can finetune that lanes
characteristics to your likings without adding a multitude of new keys/values.

PS: allowing highway=bus_stop to be a way instead of a node might have
advantages and could optionally be added, but right now, this doesn't seem
critical to me.
