How is it that you have implemented something so crazy as oxomoa? I looked
at it and dropped the whole idea. I strongly suggest you don't follow it.
Look elsewhere.

Your example of a bus stop which is ambiguous, that is one does not know
where to board the bus is an ideal example of loss of efficiency. The
problem really exists, but can be solved by the human user on the spot. To
implement a solution that solves the problem for 0,1% of bus stops (or
less?), but makes mapping more time-consuming for all of us is simply
inefficient.

My suggestion again, drop the standard before other mappers take your
already done work as an example. I have already done so.

And by the way, creating a tree of relations, e.g. relation within a
relation, was explicitly discourage (verboten!) by its creators. I have seen
such approach somewhere in Germany, night buses into a relation, separately
all S-Bahn as a relation, then all the relations into yet another relation -
that's what the authors clearly DISCOURAGE. OSM is a map, not a collection
of B-trees. Data is ordered by its location.
