Moreover, concerning "public organisms holding the database copyright over
PT data" in germany (as I understood it from what you said), in France it's
different: transport agencies submit requests for new timetables and new
means (like going from 10 to 12 buses on a specific line) to the authority,
and the authority validates or not the propositions. This way,  all work is
still done by travel agencies themselves about the timetables, and public
authorities have no database copyright on them. This is how it is in France,
as I understood it...
