Hi all,
I have put proposed tagging rules for addressing and place names on
the wiki:

Short explanation:
the addr:* tags (except add:full) are splitting the address of a
building or POI (company, etc.) into components for *western* mailing
software. Those mailing software uses databases and stores every
component of an address in separate fields. The software then puts the
address back together according to the country specific formatting rules.
In Taiwan we don't have this. We put the full Chinese address into one
single line.
Therefore I put the Chinese address into addr:full, and use the other
addr:* fields for the romanized (English) spelling of the address, so
that users in other countries can use their mailing software to
retrieve the romanized address components correctly.
