[Talk-tz] MapRoulette challenges in Tanzania - help fix issues

Hi, Andrew:

I find that the 3804 challenge could be improved. For a highway that 
overlaps several buildings it seems it gives one task for each building. 
I think it would be better to focus on the road instead of each 
building, so you avoid having to click on "Already fixed" several times 
for the same road, that you fix in the first task.
