[Talk-ug] Microsoft building imports for UBOS Pilot Census Preparation

Hello List,

Uganda Bureau of Statistics as part of the census preparations is planning
to execute a pilot household exercise in the 4 districts that
include Kapelebyong, Butambala, Amuria, and Kitagwenda in the coming year.
Early this year, HOT received a request from UBOS for support in acquiring
buildings footprints and road datasets in the 4 districts that would assist
them better plan and prepare for the exercise.

In Septemeber Last year, Microsoft through its AI for Humanitarian Program
released a building footprint dataset for Uganda and made it available for
use in OpenStreetMap.
HOT is currently preparing to import part of the building's dataset for the
4 districts as part of the support to be rendered to the UBOS pilot
household exercise. This will not be a blind import as the HOT team
recognizes that some mapping of buildings had been previously done in
certain districts.

Below is a link to the OSM Wiki document detailing the process that HOT
plans to deploy for the buildings import. A  GitHub link to the Microsoft
building's dataset is also laid out below.
We, therefore, request your feedback and comments about the import process.
