[Talk-us-massachusetts] MASS GIS L3 parcel not loading in JOSM

That's good news. I've become pretty reliant on the Mass L3 overlay when
I'm trying to identify astreet names. I'm still going town by town adding
missing street names based on the tiger 2015 imagery. I started with Cape
Cod but now am proceeding alphabetically.
I'm on Agawam; it'll be a while before I'm done.
