Hi

The landuse=conservation value is deprecated. The tag is no longer rendered
in the base style sheet and the JOSM validator reports a warning asking to
use boundary=protected_area when uploading data.  The MassGIS open space
imported over 15,000+ areas with this tag/value. 17,000 exist in the
worldwide, so most of them are in Massachusetts from the import.

As a side note, the conservation properties are still rendered because
leisure=nature_reserve is also used and it is rendered.

Eventually we should probably remove landuse=conservation from Mass. Before
we can remove anything we need to add the boundary=protected_area tag set
in.

In Mass we have conservation land owned by local cities, town, the state,
and at least a hundred of nonprofits. The wiki page for the tag set seems
to be very "national part" centric, and I would like to see what people
think about using this tag set in MA.

Do we just add in boundary=protected_area and ignore the rest of the tags?
It seems like
protect_class=1 would fit most of the properties in my area...
