See my long reply to Joe, but I think it doesn't matter.  I would
definitely tag highway=path as foot=designated, if your town has that
notion in their rules even sort of.

The length of time it can take existing rendered tiles to be marked
dirty and re-render can vary.  It is 99+% likely that you did it right
if you see it ok at any zoom level.  Try again the next day.
