A few quick comments on:

1) This talks about "basic address points", but this
https://docs.digital.mass.gov/dataset/massgis-data-master-address-data
says there are 4 things available, plus there is the Master Address
Database itself, which is probably available even if not linked. I am
unclear on the exact differences and which we want to use and why.
2) It seems we are heading for a program that will read a geofabrik mass
extract and files from massgis and produce per-town .osc files and
also files sorting addresses into processing categories, and perhaps a
modified extract that one could use to make garmin or OSMAnd maps for
testing (before actual upload).
3) The information about the josm conflation is really useful in terms
of describing what ought to happen; this is the logic that will end up
in the script.
4) It's important to note that this is CC-BY; as I understand thingsthe
LWG says that CC-BY with permission for the form of attribution is ok.
(A statement about free and open is not, but that's not where we are.)
Generally these days we attribute in the changeset comment, and also on
some wiki page.
5) A big part of an import is explaining how the source data tables get
mapped to using osm tags. Here that seems fairly straightforward, but
it's a bit tricky in some cases where massgis has a big section on
"addresses where the street is in a different town", and cases where the
town name is in () after the street, and neighborhood names.
I will try to address some of this. We have been thinking about
addresses for a wicked long time and and it's great to see this level of
momentum.
