That's interesting info.  Maybe you could put the notion of importing
ACTIVE and MODIFIED and for phase 1 skipping the rest into the import
page?

Once we have code to load the whole state from massgis (I have a 700 MB
zip file now) and the existing OSM data, we can split out the various
kinds and see if other towns have the same pattern.
