I wonder what the massgis roads layer says, and how these new names
compare to street signs and the records of your town. I always try to
take all data sources with a grain of salt, and it's never obvious which
is right.
But, assuming you validate the new names as right, it seems easy enough
to change the name tags on the ways. I think you are then asking about
changing the addr:street value. I would think you can select multiple
points and then just edit that key. Perhaps even select by searching.
Following up on your unit number question, there is also
https://wiki.openstreetmap.org/wiki/Key:addr
addr:flats, but that seems about addresses with the same housenumber and
multiple unit numbers.
For 75 units, it seems that a range is good. I realize it doesn't
separate "no such number" from "known to be in the set", but if you're
looking for a number and it exists and you get the right place, that
seems like the right property. If you look for a number that doesn't
exist, but if it did would be at point A, and you get A, that seems like
a very minor problem.
