Yes, I believe that's what happened. We should be able to do some
subsequent re-import of the roads data, overwriting attributes that have
not been modified since the earlier import.

That's buggy of the josm plugin. Maybe you can file a bug report, which
I hope will be more useful than practicing bug reports :-)

I would be inclined to leave this to a roads update process following
successful completion of addresses. The large-scale edits take a very
long time to do, but save many hours of tedious editing. So I fix
things as I edit something anyway, sometimes, but I avoid efforts to fix
things like that.
