If you change OSM so that it's right, and it happens to match MAD,
there's nothing else to do.  A future run of the code will then not
throw a mismatch.

We don't really have a coherent plan yet, I think.

Two sub-issues:

1) figure out how to report to the address authorities.  THese are
per-town.  In Stow it's the Clerk.   If the acton authority is somebody
you know, that might be interesting to talk to them if you can point to
something wrong in the MAD without having to compare to OSM.

2) figure out how to mark things to be excluded from the import.  Two
sub-parts to this: things not matching won't be imported (I think), and
some list of things that are known bad (can apply to points that do
match, but are wrong, one of which I've found in Stow).

It has been evolving.  We are still in the figure-it-out stage.
