[Talk-us-massachusetts] Another step in preparation for address import

Greetings!
I've written another piece of code that finds buildings in MassGIS
shape-files with addresses of "building centroid" type, but which are not
in OSM (i.e., which are not intersecting any existing building in OSM).

Essentially, these "absent from OSM" building are of three types:
1) those that were constructed after the last import of building to OSM
(should be added to OSM)
2) those that were demolished, but MassGIS still keeps their addresses
(should not be added; I also write down ADDRESS_ID of such buildings to
later exclude the corresponding addresses from import)
3) building that are present in OSM, but lack the building=* tag (e.g. I
encountered some buildings tagged only as aeroway=hangar w/o
building=hangar) or the ones that are shifted far from its actual location
so that MassGIS and OSM shapes do not intersect (in this case I align the
OSM shape)

Not to provide new links every time, I've added links to MEGA folder with
corresponding files (sub-folder "absent_buildings") as well as Google Docs
spreadsheet to keep track of changes in the github README page --

I've recently added buildings and corrected streets in Malden.

If time allows (the fall semester shortly starts and I'll need to teach),
I'll start writing a script that matches MassGIS addresses to OSM buildings
and combines stacked points. Once done with that, I'll test it on Malden. I
guess, it would make sense to import addresses town by town (after
missing/misspelled streets are corrected and missing buildings are added).
