[Talk-us-massachusetts] Importing MA Address from MassGIS

Can you give us a brief summary, like who is proposing this, if they are
local, and if they are knoww on the list?  I thought that the talk-us@
email group was mandatory for US imports.

Also, massgis's licensing seems to be perhaps changing, to something
ccish instead of PD, but I suspect they don't really mean to exclude OSM
use.  Perhaps that's changed again and I'm out of date.
