I'm quite excited about this project, so I've made a wiki page for tracking the project, as required by the import guidelines.

It sounds like we need to determine whether the licensing permission given is adequate here (I think it is, but I'm not an expert.), and whether a POI/point based import would be acceptable, or if we'd need to explore options of embedding the address data into the closest building polygon. I was chatting with Leif Rasmussen (rasmussenhydra at gmail.com) on the Slack channel this evening, and they mentioned they have a java software they created and used in Florida for detecting duplicates and creating a changeset file, and offered to help with the data import. They were using the opendata plugin in JOSM to virtualize the data, but it does require an Excel to CSV export before opendata can read it.
