I also can't find any well-established tagging for these. It looks like an
already well-established practice to use the waste key in conjuction with
amenity=waste_basket. waste=sharps may be your best bet.

Taginfo shows some possible related values for the waste key:
https://taginfo.openstreetmap.org/keys/?key=waste#values

waste=
drugs (18)
Medical (8)
medical_waste (6)
needles (3)
Medical waste (3)
medical (2)
sharps (2)
medications (1)
Hospital waste (1)
syringe (1)

The only one of these tags mentioned on the wiki is drugs (and arguably
that isn't really a good fit as this container does not accept all kinds of
medical waste, only needles/sharps):
https://wiki.openstreetmap.org/wiki/Key:waste

For values like this, generally it's a good idea to use all lowercase and
seperate words with underscores. In this case, the word "waste" is in the
value is superfluous ("waste=medical" should be preferred to
"waste=medical_waste"). Typically also singular form of nouns is preferred
to plural (for example office=lawyer not office=lawyers). However, the wiki
does mention waste=drugs and not waste=drug so that contradicts the idea of
using singular forms of nouns. Generally British English is preferred, but
I'm not aware of any differences between these words in American vs British
English.

I posted this question on the wiki:

One other option is to send OSM messages to every user who has edited the
above tags and try to come to a consensus.
