Great question.
I suggest that the building be tagged addr:housenumber=94;96 and ignore the
unit tag. Someday, when indoor mapping becomes popular and we have more
specific address location information like doorways.

I have found that unit tags are not very common.
This https://overpass-turbo.eu/ query

addr:housenumber=*  and addr:unit=* and building=* in "seattle,washington"

returns 81 locations.  Same query returns Chicago 9, NYC 6, Los Angeles 5

Aggressive Massachusetts mappers have entered 133 building/housenumber/unit
tags.I wonder if we lead the nation.

There are a subset of MAD stacked addresses that makes sense to map.
Bedford's Shawsheen Ridge Condominiums
<http://www.openstreetmap.org/way/341189926>  has 10 buildings are all
addressed as 45 Shawsheen Road.
Here are the stacked nodes for just one building.
ADDR_NUM 45,UNIT 15
ADDR_NUM 45,UNIT 16
ADDR_NUM 45,UNIT 17

Am I correct in assuming that the import code would generate a building tag
of
addr:housenumber=45, addr:unit=15;16;17

"The Village at Taylor Pond" in Bedford has many stacked MAD nodes

Each building has one node for addr:housenumber 1000, 2000, 3000, 4000,
5000 & 6000 and no addr:unit

Stacked on top of these nodes are  addr:housenumber & addr:unit nodes for
each apartment

e.g. addr:housenumbe=5110 addr:unit=10

These house numbers are made up from the MAD attribute building number,
floor number and unit number.
housenumber 5110 is in building 5, floor 1 unit 10

I have tagged the building as addr:housenumber=
5000;5101;5102;5103;5104;5106;5107;5108;5110;5201;5202;5203;5205;5208;5210;5301;5302;5303;5304;5305;5306;5308;5309;5310


Alternatively, I could have tagged the building
addr:housenumber=5000-5310, addr:interpolation=yes

The wiki say in this case the 5000-5310 would be interpreted as a range and
not a label.


The Bedford GIS map for the building has the addresses arranged in rows, 1
for each of the 3 floors.
